Indonesia Imports Almost All Its Engineering Polymer Demand — and China Can Land Duty-Free with Form E

Indonesia is Southeast Asia's largest polymer market, but its domestic petrochemical base — led by Chandra Asri — is built for commodity olefins: polyethylene and polypropylene. Engineering polymers are a different story. There is minimal to no domestic virgin production of PA6, PA66, polycarbonate, POM or PBT, so the large majority of the country's engineering polymer demand is imported. That demand has historically been met by Western, Korean, Japanese and Taiwanese suppliers at a 15–70% price premium over Chinese equivalents.

Two structural facts make China-origin engineering polymer competitive into Indonesia. First, duty: engineering polymer resins in primary form generally qualify for 0% under the ASEAN–China Free Trade Agreement (ACFTA) with a valid Form E certificate of origin — the same Normal-Track preferential regime that already zeroes commodity PE, PP and PVC — where Indonesia's applied MFN would otherwise be positive (its average applied MFN is around 8%). Because concessions are set per HS subheading, confirm yours against the Indonesia National Single Window (INSW) rather than assuming a blanket rate. Second, logistics: Shanghai or Ningbo to Tanjung Priok runs about 7–10 days on frequent direct services, materially shorter than Gulf Coast, Korean or Middle East routes. With Form-E duty relief and short transit, most of the 15–70% Western premium becomes available as landed-cost saving (net of freight and the cash-flow cost of PPN) — widest on POM (50–70%) and PA66 (30–50%). The practical implication for a distributor: the first switch to evaluate is usually POM or PA66 — the widest premiums, with PA66 helped further by a Chinese oversupply pushing prices down — not "Chinese engineering polymer" as a category.

The Import Regime for Engineering Polymers in Indonesia

Duty — 0% ACFTA with Form E. The main engineering polymer families in primary form generally sit on the ACFTA concession schedule at 0% for China origin with a valid Form E. Because concessions are defined per HS subheading, the discipline is to confirm the exact subheading — not to assume a blanket rate across all polymers. An FTA existing is not proof that a specific grade benefits; verify against INSW (insw.go.id) for the subheading on your commercial invoice.

PPN (VAT) — effective 11%. Indonesia's statutory PPN is 12%, but non-luxury goods including polymer resin are charged on an 11/12 base, giving an effective 11% (PMK 131/2024); the full 12% applies only to luxury goods. Applied on the CIF-plus-duty value and creditable against output VAT for PKP-registered importers, so it inflates the initial cash outlay at clearance but is recovered on the monthly return. Plan working capital around this cycle, not around a duty that, with a qualifying Form E, is 0%.

Anti-dumping — none on the engineering set. No BMAD is in force on China-origin PA6, PA66, PC, ABS or POM. The active and pending Indonesian polymer cases are KADI's proposed anti-dumping duties on PP homopolymer (investigation initiated December 2024, covering several origins including China; proposed rates roughly 5.5–36.6%, not yet enacted) and the in-force BOPP film duty under PMK 60/2024 (finished film, not resin). Monitor kadi.kemendag.go.id for changes before committing volume.

Standards — check SNI applicability. Indonesia applies mandatory SNI (Standar Nasional Indonesia) certification to certain products. Whether it applies to your import depends on the specific grade and end-use, so confirm SNI status for your finished product rather than assuming resin-level exemption.

Chinese Producer Landscape by Polymer Family

The producer and grade facts below are properties of the Chinese supply base, not of any single destination market — they hold for Indonesia the same as for any importing country.

PA6 (Nylon 6): Sinopec leads commodity engineering-grade PA6 (PA6-1013B and related grades directionally match DuPont Zytel 101L NC010 and BASF Ultramid B3S on melt-flow and density). Kingfa produces both base resin and compounds.

PA66 (Nylon 66): Shenma Group is China's largest integrated PA66 producer (adipic acid through polymer), ranked by industry analysts alongside INVISTA among the primary Chinese PA66 names. Unfilled grades directionally match DuPont Zytel base; GF-reinforced automotive grades (PA66-GF33) directionally match DuPont Zytel 70G33L. A structural China PA66 oversupply — roughly 70% capacity added 2022–2025, to about 1.5M MT nameplate — puts durable downward pressure on Chinese PA66 pricing through 2026–27.

PC (Polycarbonate): Wanhua Chemical (Yantai) is the clear Chinese leader, marketing the CLARNATE A-series. A1105 gives approximate equivalence to Covestro Makrolon 2405 (MVR ~12); A1225 to LED-diffusion grades (MVR ~22–25). ABS: CNPC Jilin Petrochemical is the largest Chinese producer (~400,000 MT/yr at Jilin plus Jieyang). Grade 0215A (MFI ~15–18) directionally matches LG Chem Starex SD-0150 and INEOS Styrolution Terluran GP-22 for general-purpose high-flow injection.

POM (Acetal): Yuntianhua Group is China's primary producer. M-series copolymer directionally matches Celanese Hostaform MFI ranges — M90 (MFI ~9) to Hostaform C 9021; M270 (MFI ~27) to C 27021. A note on brand names: several of the Western lines above have changed ownership, so a datasheet may carry an old or a new company name for the same grade. Most recently, SABIC's Lexan (PC) line — part of its engineering-thermoplastics business — is being sold to Mutares SE, expected to close in the second half of 2026; earlier, DuPont's Zytel line moved to Celanese (2022). Match on the grade specification, not the company name — the material itself is unchanged.

Landed Cost — What 0% ACFTA Duty Looks Like in Practice

All figures indicative; benchmark distributor-tier pricing, not OEM-contract pricing. Verify current CIF before commitment. PPN (effective 11%) is creditable and excluded from the economic comparison. The table isolates the CIF (FOB + freight) gap, which is the primary driver; duty treatment differs by origin and widens the gap further in China's favour — China-origin resin clears at 0% under ACFTA with a qualifying Form E, while US- or EU-origin resin pays Indonesia's applied MFN (Korean origin may claim 0% under the ASEAN–Korea FTA).

On a 22 MT container, the CIF gap alone is roughly $29,000. For a converter running 500 MT/yr of PA66, that is about $660,000 a year — meaningful against typical converter margins — and the ACFTA 0% versus a positive MFN on Western origin widens it further. The gap is driven by the Chinese FOB advantage, not by tariff engineering.

Application Clusters — Where the Thesis Applies in Indonesia

Automotive — Karawang / Bekasi / Cikampek (West Java). Indonesia is one of Southeast Asia's largest vehicle producers, anchored by Toyota, Daihatsu, Mitsubishi, Honda and Suzuki plants across the West Java corridor. Engineering-polymer demand centres on PA66-GF (under-hood), POM (fuel-system and mechanical parts), PBT (electrical connectors) and PC/ABS (interior). Appliances and electronics. Switch to China when the application is industrial or consumer-durable with no formal AVL lock-in; requalification is feasible (3–12 months); volume justifies onboarding (50+ MT/yr typical break-even); and the grade matches cleanly to a Chinese specification.

Dual-source is the common Year 1 path: run China-origin for 20–30% of volume while the incumbent holds the AVL position, build a consistency track record, then scale share in Year 2 with formal requalification on locked grades.
